May I trouble you to read my minute of the 19th November above? I apologise for its length · the matter is somewhat involved - but it explains the reasons why it is thought the small committee which has been set up for the purpose of taking certain action in regard to the financès of Hong Kong University should be given statutory powers. This committee, which was approved by Sir E. Gent in his minute of the 19th October on 54147, which is at present in circulation, has so far met once only. It consists of Mr. Sloss (Vice Chancellor of the University), Mr. Morse, Chief Manager of the Hong Kong Shanghai Bank and Treasurer of the University, and myself as Colonial Office representative.
